The Mathematics Certification Institute of Japan
The Mathematics Certification Institute of Japan (SUKEN) issues its official certificates as verifiable digital credentials through Turing Certs. Examinees get their certificate the day after results are confirmed, and anyone can verify it with a QR scan.
Founded in 1992, SUKEN promotes public interest in mathematics and practical math skills. Its Suken Test is recognized by Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT). It offers graded exams for every age, from young children to working adults, runs across Japan several times a year, and is expanding overseas with an English-language version.
Why Turing Certs
SUKEN needed certificates that could keep up with its exam calendar without more staff, more paper, or more waiting on the post. Turing Certs made issuance automatic, delivery next-day, and verification instant, on infrastructure built to international standards.
The platform was built for scale from day one. SUKEN began issuing digital certificates with Turing Certs from its September 2025 exams. The expected applicant’s volume from September to December 2026 comes to 103,600 in total.

SUKEN is committed to enabling everyone to apply mathematics in their daily lives. It actively promotes mathematics education and advances the global development of mathematics education.
Challenges and Struggles
SUKEN’s challenge was scale: more exams and more examinees, handled by a lean team through a paper process.
- Exam Volume That Keeps Growing
SUKEN holds exam sessions throughout the year, sometimes several in a single week. One session can draw anywhere from around 9,000 to more than 25,000 applicants, and each one produces a wave of transcripts and certificates. - A Manual Process at Every Step
Every certificate had to be printed, checked for errors, photocopied, mailed and, on request, reissued. Each step needed staff time plus copying and postage costs, and staffing was already tight. - Delivery Left to the Post
Once a certificate was mailed, its arrival was out of SUKEN’s hands. Postal delays made delivery unpredictable for examinees waiting on proof of their results. - Paper That Is Hard to Verify
Schools and employers had no fast way to confirm that a paper certificate was genuine. And as SUKEN expands overseas, paper travels poorly across borders.
Advantages of Turing Certs
| WHO | Before | After |
| SUKEN staff | Print, check, copy, mail and reissue by hand | Automated issuance; the same team keeps pace as volume grows |
| Examinees | Wait for postal delivery; reissuance procedures and fees | Next-day download; no reissuance procedures or fees |
| Schools and employers | No fast way to verify a paper certificate | Verify in seconds with a QR scan |
| Overseas users | Paper copies sent across borders | Standards-based credentials that work in digital wallets |
Turing Certs replaces SUKEN’s paper process end to end: SUKEN issues, examinees hold, and schools or employers verify.
- Automated Issuance That Scales With Every Exam
Certificates are generated and issued from one platform, with no printing, copying or mailing. The same team can keep pace as exam sessions and examine numbers grow.
-
Verification Anyone Can Run in SecondsEvery certificate carries a QR code. Schools, employers and other institutions scan it to confirm the certificate is official, without needing to contact SUKEN.
-
Built on International Standards
Credentials follow W3C DID/VC, OpenID4VC, OpenID4VCI and OpenID4VP. Examinees can store them in digital wallets and present them across borders. - Tamper-Evident by Design
Each credential is anchored on the IOTA public blockchain, so any alteration can be detected. That protects the value of a SUKEN certificate for everyone who earns one.
What is your favorite feature or aspect of Turing Certs?
- Next-Day Certificates, No Postal Wait
Examinees can download their certificate the day after results are confirmed and share it online right away. There is no waiting for the mail and no fee to replace a lost copy.
- A Single Timeline for Every Record
Issuance and reissuance records sit on one timeline and update in real time. Staff no longer dig through paper files or check records by hand, which cuts human error.
- One Home for Every Credential
Examinees can view and manage all of their pass certificates and certificates together on the Turing Certs website. Their full record of achievement stays in one place, ready to share.
